Why is it when New Orleans floods everyone looks so unhappy and starts looting. When Venice floods people kick back and have pastry http://www.boston.com/bigpicture/2008/12/venice_under_water.html

Part of it is that Venice has been flooding for hundreds of years, and New Orleans only the last 10. Or, it's a southern thing. They do seem to enjoy looting...

Because Venice knew it built itself directly in the water and has come to accept it over the centuries and be pretty cool with it, whereas New Orleans started out well-buffered by the bayou treeline, so over the centuries, it's had a bit of a shock about it?

Also possibly related to Venice = many many decades of civilization and art and forward-thinking, New Orleans = mostly well-known for booze and terribly unsafe areas of town and voodoo?

Or, you know, the pretty standard Italians vs. Americans thing.
